Registration, tuition, course materials, and exams are handled differently for military students taking Engineering Management (MEM) courses by portable media.

CITI Training

Responsible Conduct of Research for Engineers

All ODU graduate students must complete the Collaborative Institutional Training Initiative (CITI) training on responsible research. MEM students will take the Responsible Conduct of Research for Engineers specifically. 

You must complete this training during your first 12 credits of enrollment at ODU. It is free for registered ODU students. Paid CME/CEU credits are not required to successfully complete the modules. You will use your ODU University Identification Number (UIN) to register for the training.

After you complete the modules, your student records will be updated automatically. If you have questions or issues, please contact the MEM Advisor at mempm@odu.edu.

A new 90-day term for every course starts each Monday. It is recommended that students register for no more than two courses concurrently. Each course is a three credit hour offering (except for the one-credit capstone course) and may be completed in any sequence.

All MEM Portable Media students must register for MEM courses through ODUGlobal's form. Your registration will be updated in our system within 10 business days (usually sooner).

Your bill is payable to ODU upon registration for self-pay, certified GI Bill® Chapters 30, 31, and 35 courses, and those approved for TA offset. You will be registered for courses within 10 business days of submitting your information on the MEM course registration form(usually sooner).

MEM Portable Media students are responsible for ordering their course materials through the Old Dominion University bookstore and installing the VLC Player to view course videos.

Deploying MEM students are encouraged to obtain their course materials prior to deploying. Contractors no longer deliver these course materials.

To order your materials, click here to visit the ODU Bookstore web site and follow these steps:

  1. Click the ENTER COURSES button on the right. (Do not use your UIN.)
  2. Program: Select "Navy College or MEM".
  3. Term: The current academic year should already be displayed.
  4. Division: Select MEM.
  5. Department: Select ENMA.
  6. Course: Choose the number of your course -- for example, choose "613" for ENMA 613.
  7. Section: MEM should already be selected.
  8. Click FIND MATERIALS.
  9. The next page will list all course materials for the courses you selected. Click the checkbox next to each item you want to order. Then click the ADD x ITEM TO BAG button at the bottom right.

VLC Player Software

To watch the videos in your course materials, you may need to download and install VLC Player, a free and open source media player. It is compatible with Windows, Mac, Linux, iOS, Android, and more.

We recommend making a playlist in VLC using all the content in a course folder—this will make it easier to navigate your materials.

All MEM Portable Media students are required to designate a proctor in order to complete exams. The procedures for designating and using a proctor are very important. Please share them with your proctor and observe all honor code requirements. 

  • NCPACE students: Utilize your command ESO or command designated representative as a proctor.
  • All other students: Authorized proctors include faculty members, employees at college/university testing centers, employees at military education centers, or military civilian supervisors who provide training/administer exams as part of their duties. A proctor cannot be your relative or a currently enrolled student.

There are three basic steps to designate a proctor:

  1. Download our Proctor Designation Form (PDF).
  2. Complete the form with your proctor.
  3. Email, mail, or fax the completed form to the specified Old Dominion University address/fax number.

ODU will mail exams to the proctor after the Proctor Request Form is received.

Submission of Materials to be Graded 
MEM Portable Media students turn in their completed examination materials to their designated proctor, who returns materials to be graded directly to the University by traceable mail no later than 30 days after the term end date (the three-month term selected). Proctors should retain a copy of completed materials in the event that the package is lost in the mail.

Delays and Extensions 
If there is a delay or a need for an extension, students should send an email to the MEM Advisor at mempm@odu.edu to request an extension. Sending your request to both email addresses will ensure that it is seen and acted upon in a timely manner.

MEM Proctor and Student Guidelines

Designated individuals who meet criteria as listed in the Proctor Request Form (PDF) may proctor all examinations for the MEM Ashore Program. Students should review the steps specified in the form to complete and submit the Proctor Request Form.

Proctors cannot be related to the student, nor can they be current or future ODU students in the programs they proctor for.

  • NCPACE students: Utilize your command ESO or command designated representative as a proctor.
  • ASHORE students: Authorized proctors include faculty members, employees at college/university testing centers, employees at military education centers, or military civilian supervisors who provide training/administer exams as part of their duties.

Old Dominion University will mail all exams to the designated proctor after the Proctor Request Form is received.

Completed forms can be emailed, mailed, or faxed to Old Dominion University. The email and fax number are on the form, and the mailing address is listed below.

Guidelines and Responsibilities

  1. Identify an accredited institution of higher education or military installation in your vicinity and obtain permission from a qualified representative of that organization to provide proctoring services for your exams.
  2. Download the Proctor Request Form (PDF) and complete it with your selected proctor. A Proctor Request Form is required for each course. All exams for the requested course will be sent to the proctor.
  3. A completed proctor form for each course must be received by Military Distance Learning before exams will be sent to a proctor. Forms can be emailed to mempm@odu.edu, or faxed to 757-683-3106.
  4. After we received your Proctor Form(s), we will send exams and return instructions to your proctor(s) by email.
  5. Schedule times with your proctor to take each required test. You will need to present picture identification prior to testing.
  6. Completed exams and assignments may be returned via email by the proctor.
  7. If exams will be returned by mail, you must provide an addressed, pre-paid return envelope to your proctor. All materials sent by the proctor to the University must have tracking capability, whether by UPS, FedEx, or other carrier. If you want faster delivery, you are responsible for providing the proctor with an addressed, pre-paid overnight-delivery envelope. Mailed tests must be returned by the proctor only, never the student, to the following address:

  8. You are responsible for any administrative costs that may be required by the proctoring institution.

As an exam proctor, you are entrusted with maintaining the high standards that Old Dominion University has established for the administration of exams. Exam security is of utmost importance at all times. You are responsible for safeguarding all exam materials placed in your care.

  1. Students will contact you to arrange a time and location to take each test that requires proctoring. The student is responsible for filling out their information on the Proctor Request form, and providing it to you for your information and signature. The student will submit the form to ODU. We will email the exams after we receive the Proctor Request Form, and they will be sent to you, the proctor, at the address provided on the form.
  2. Read all exam instructions carefully and ensure directions are clear prior to test administration. Email us at mempm@odu.edu if there are any questions.
  3. Provide instructions to the student before distribution of test materials.
  4. Request photo identification from the student.
  5. After the student has begun, look at him/her regularly to ensure that he/she is following the instructor's procedures (e.g., if the exam is open book/notes, students may use those items; if there is to be no use of books/notes, students should have only the exam on their desks; etc.).
  6. Please be respectful of the student's need for quiet while taking the exam, and minimize disturbances to the maximum extent possible.
  7. When students at Old Dominion University enroll in coursework, they are bound by an honor pledge to "refrain from any form or academic dishonesty or deception, such as cheating or plagiarism." If you suspect that a student is in violation of this code, contact ODU at mempm@odu.edu. At that point, procedures established for Honor Code violations will be followed.
  8. At the end of the exam period, collect all materials that are to be returned for grading. Make a copy for your files, in the event they are lost in the mail. Do not make a copy for the student. Place all exam materials and the student survey (if applicable) in the mailing envelope provided by the student, and mail as soon as possible to Old Dominion University.
