Military Tuition Rates

Undergraduate Active Duty Military Rate*: $250 per credit hour

* We must be able to verify your active-duty status in the Army, Coast Guard, Air Force, Marine Corps, or Navy using the Servicemember's Civil Relief Act (SCRA) website. Engineering Management (MEM) by Portable Media

MEM by Portable Media courses follow the graduate ODUGlobal Tuition Rate and associated fees, regardless of the student's state of residence.

In-State Tuition Eligibility

Active duty military, activated guard or reservist members, or guard or reservist members mobilized or on temporary active orders for six months or more, who are residing in Virginia, can be eligible for the in-state tuition rate.

Mandatory Auxiliary Tuition

Previously, this cost was included in a combined tuition rate. For Academic Year 2025-26, this tuition is assessed separately on the student bill. Supports auxiliaries such as the student union, recreational sports, student facilities, student activities, and intercollegiate athletics.

Mandatory Fees for Online Students

Mandatory Fee	Description
Course Technology Fee: $30 per credit hour	Applies to all students taking technology delivered (online) courses to cover the costs of providing these courses.
Commonwealth Capital Fee: $17.50 per credit hour	Does not apply to students using the Active Duty Military Tuition Rate. Required by the State Appropriation Act for all out-of-state students attending institutions of higher education in Virginia.
General Services Fee: $18 per semester	General services for items such as graduation, course drops, reinstatement, matriculation and course catalog.
ID Card Fee: $4 per semester	Covers the Card Center services, equipment, and operating costs. Online students may request and receive a student ID card.
Innovation Fee: $5 per credit hour	Supports strategic investments in campus technology, including enhancements to digital tools, classroom technologies, and student support systems.
Program-Specific Fees: Varies	Some graduate degree programs assess additional fees per credit hour or by semester, such as the MBA, graduate engineering, and MSN degrees.
Course-Specific Fees: Varies	The cost of textbooks, course materials and/or lab fees varies by course. If your course participates in the Day One All Access program, you will receive course materials by the first day of class and any fees for course materials are charged to your student account.

Using Your Tuition Assistance

Active duty military members should seek approval from their Education Services Officer (ESO), military counselor, or service branch prior to enrollment.

Each branch of service sets its own criteria to determine eligibility for the program and has its own application process.

MEM by Portable Media Course Payments

GI Bill® Benefits

If you are enrolled in the MEM by Portable Media, and you indicate that you will be using a GI Bill chapter on your course registration, that information is automatically forwarded to ODU's MBCS team for certification.
Tuition and fees for MEM certified for Post 9/11 GI Bill Chapter 33 are paid directly to ODU from the VA.
MEM courses approved for other GI Bill Chapters (30 and 31) must be paid in full at the time of registration. These costs are reimbursed to you by the VA. Once payments are submitted by the VA or by the student, these funds are applied to reach a zero balance in your student account. You can view your student account balance in LEO Online.

Student Loans

Student loans/deferments must be approved before registering for courses. Ensure that your selected course term dates fall within ODU regular semester dates (term will be indicated on the registration form).
